dc.description.abstract Woman, either as an individualor as a group, is a social entity in society. The roles of women in society have been widely recognized. The roles were also recognized in the occurrence of flash flood in District of Panti, Jember Regency. The roles of women groupswere big either at the times of the emergency response, reconstruction phase and also the mitigation phase. Using the framework of social capital theory of Michael Woolcook, this paper will review bonding, bridging and linking social capital in the women groups in disaster management in District of Panti. The large number of various women groups and spread in all society levels, is a potential social capital in disaster management. The women groups were, among others, weekly Muslimat (women group under Nahdlatul Ulama organization) group, quarterly Muslimat group, arisan (money pool) group, hadrah (tambourine in Islamic ceremonials) group, dama(a group of ten families in the same neighborhood) and also PKK. These women groups also worked together with women group in other areas, such as Muslimat, Aisyiyah (women group under Muhammadiyah management), MHTI, KAMMI and Salimah, forming a network. The network of these groups can fasilitate socialization and trainings on disaster, skills training, access to capital, library establishment or business network. en_US
